My two year old dumped a tube of pink lip gloss on my son's head, he then sprinkled baking soda over the both of them. I've tried dish soap and I've tried Treseme shampoo. this isn't an answer, but did you take pictures to remind them of this experience when they are older, i'm sure they will enjoy the pictures later on in life - maybe

vegetable or olive oil. I know it sounds strange, but it works. Just pour a little bit, gently rub and wash with shampoo after.
toothpaste or peanut butter. rinse out with cold water.
before trying to wash it out, you should have sued a paper towl or hand towel and rubbed it out.. becuause the lipgloss was most likely oil based, which does not get any better when added with water. you can still try this towel wipping method, but after that, thne proceed to a luke warm bath and massage his hair/scalp with baby shampoo. If this does not help consult a doctor
There is this shampoo that works really good and it is by fructise it works way good you should try that and if that doesn't work then.... i have no idea
